POSITION RESPONSIBILITIES: Responsible for program planning and financial management of the ICTR and the CTSA as well as other large grant-funded and training programs, including the Patient-Centered Outcomes Research Institute (PCORI)-funded INSIGHT Clinical Research Network, National COVID Cohort Collaborative (N3C), etc.
The position provides assistance for a variety of other grant applications, including NIH/NCATS administrative supplements, CTSA companion applications and Notices of Special Interest (NOSI), and additional funding opportunities beyond NCATS’ appropriations.
The Executive Director has budgetary responsibility for the ICTR program infrastructure and personnel at Einstein and Montefiore, and as such reports to the ICTR Director.
Plan, direct, organize, control, and evaluate the operations of the ICTR to align with the institutions’ strategic goals and mission.
Continually monitor operations, developing action plans as needed to achieve targeted results.
Develop and administer the annual budgets, grant applications, and the 7-year competitive CTSA UM1 application in excess of $30 million, as well as the 5-year CTSA companion applications and awards in excess of $14 million, including the K12 physician scientist award program, pre-doctoral T32 NRSA training grant, R25 research education grant, and two RC2 high impact research and research infrastructure grants.
Responsible for pre- and post-award financial and operational management of the large portfolio of grants, as well as the ICTR/CTSA pilot project program, and operating budgets for each of the shared facilities and service areas.
Provide financial reports to the institutional leadership and the NIH, and allocate center resources to assure cost-effective utilization.
Prepare comprehensive annual progress reports to the NIH describing accomplishments and compliance with the terms of the award.
Identify and develop applications and provide financial oversight in response to NIH Funding Opportunity Announcements, such as CTSA supplements, notices of special interest, and other initiatives that meet the needs of our patients and research community.
Identify research needs, develop services to meet such needs, and guide investigators and staff on funding opportunities, protocol development, implementation, and evaluation.
Provide assistance to departments, other institutes and centers in identifying and developing resources needed to support specific research needs, including specialized personnel to support research projects.
Develop protocol budgets and budget justifications for large-scale cooperative agreements, grant applications, and clinical trials for investigators in various departments, institutes and centers.
Partner with the NCI-designated Montefiore Einstein Cancer Center and other NIH-funded institutes and centers to identify and support collaborative funding opportunities.
Responsible for grants and contracts management including negotiating research agreement terms that reflect the needs of the investigator, the college and the health system; coordinate with legal advisors to finalize agreement terms; monitor progress of agreements and maintain agreement documentation to ensure fulfillment of agreement terms including receipt and expenditure of funds.
Negotiate and execute subcontracts for Principal Investigators at Montefiore and Einstein, e.
g.
, PCORI network (PCORnet), and other large-scale networks (National COVID Collaborative/N3C, INSIGHT Network/PASC, etc.
), as well as Scientific Instrumentation grants and Research Facilities grants.
Manage and develop human capital, assessing organizational structure and job roles to ensure that the ICTR is attracting and retaining key talent necessary to achieve organizational goals.
Direct all personnel activities to ensure compliance with Federal and State guidelines and bargain unit contracts including job description development, recruitment, retention, training, performance evaluations, and management of staff.
Oversee all accounting functions including those necessary for auditing, budgeting, financial analysis, capital equipment management and payroll in accordance with generally accepted accounting principles, Einstein/Montefiore policies and procedures, and all other applicable rules and guidelines.
Develop strategic and marketing plans for ICTR operations and new service developments, promote and maximize service areas.
Provide resources and support for structured activities such as symposia, retreats, workshops, access to seed grants, coordinated training grant programs and courses that bring together members of the faculty with overlapping and complementary interests.
Together with the ICTR and institutional leadership, identify alternative sources of support for ICTR initiatives such as donor funding and other philanthropic contributions.
Partner with the Office of Development and Alumni Relations to plan events that promote our mission and provide opportunities for reimagined sources of support.
Track and analyze core utilization trends to determine allocation of resources and staffing, identify areas for service expansion or contraction, and gain program income opportunities.
This includes ongoing review of services and fees in the following ICTR cores: Clinical Research Centers, Biomarker and Biorepository Core, and the Health Informatics core.
Determine the feasibility and financing for expansion of existing research facilities and/or construction of new research facilities, and work with the Planning and Facilities Departments at Einstein and Montefiore to design and implement plans.
Serve as a member of the ICTR Executive Committee, Steering Committee, and Administrative Committee; the Research Operations and Administration Special Interest Group of the Association for Clinical and Translational Science; the CTSA TriCON (New York-Connecticut-New Jersey) Administrators Group; and serve as liaison to other CTSA Consortium initiatives.
The CTSA requires substantial federal programmatic staff involvement; as such, there are regular and frequent interactions with the NIH program officers and grants management specialists during the performance period of the grant.
Represent the interests of the Einstein-Montefiore ICTR and CTSA at national, regional and local meetings and events, including monthly Coalition for Clinical and Translational Science (CCTS) advocacy calls, CTSA consortium program webinars, and regular communication with the CTSA program officer.
Work in accordance with the policies of the Albert Einstein College of Medicine, the National Institutes of Health (NIH), the Montefiore Health System, the New York City Department of Health (NYCDOH), and other agencies on regulatory compliance and achievement of the goals and objectives of the ICTR and its diverse stakeholders.
QUALIFICATIONS: Bachelor's Degree; Master’s degree in business administration/finance is preferred.
Experience and Educational Background: Ideally six-plus years of demonstrated effective leadership experience in a large clinical research/academic medicine environment.
Strong financial management skills with a track record of successful program management of large and complex center grants is required, preferably CTSA experience with thorough knowledge and expertise in federal rules and regulations governing CTSA-funded institutions.
Skills and Competencie: Desired leadership competencies and attributes include strategic thinking, team management, self-management, highly effective communication skills, results oriented, sound decision making and integrity.
This position requires a high degree of flexibility, maturity and organizational skills to provide the infrastructure and support for expanding clinical and translational research programs across campuses.
The Executive Director must be able to respond to a large number of investigators, clinical and administrative staffs, and center directors from multiple clinical and research departments, Einstein-Montefiore affiliates, and funding agencies.
S/he must be able to effectively manage a large and varied research enterprise with shifting needs and priorities.
Excellent interpersonal skills to maximize functional interactions and to establish and maintain cooperative working relationships with a wide variety of individuals and groups.
S/he must have knowledge of the complex issues facing medical research, the changing fiscal dynamics of federal budgets, and the need to grow an institute by assuring efficient and cost-effective results to meet the ever-changing needs of the clinical research investigators and communities served.
S/he must have experience that demonstrates the ability to conceptualize, develop, implement, and evaluate programs.
Successful experience in team management, financial management, and strategic planning is required.

ABOUT US: Summary: Executive Director is responsible for the administrative, operational and financial direction of the Einstein-Montefiore Institute for Clinical and Translational Research (ICTR) and oversight of the Clinical and Translational Science Award (CTSA), including grants and financial management, strategic planning and marketing, operations and human resources management, information management, education and training programs, and professional staff development.
The Executive Director provides leadership in the development and support of clinical and translational research activities across a spectrum of units including ICTR cores, research departments, clinical departments, research centers and institutes within Einstein and Montefiore, including the large network of care delivery sites within Montefiore Health Systems, as well as development and support of multi-institutional collaborative grants.
The Executive Director develops innovative solutions that will improve the efficiency and quality of services provided to the research community and our partners.
The Einstein-Montefiore CTSA is part of a network of more than 60 medical research institutions - called hubs - throughout the nation, which are funded by the National Institutes of Health (NIH), National Center for Advancing Translational Sciences (NCATS).
These programs provide clinical investigators specialized environments with the infrastructure necessary to conduct sophisticated patient-oriented research from scientific discovery to improved patient care.
The CTSA program is designed to develop innovative solutions that will enhance the efficiency, quality and impact of the process for turning observations in the laboratory, clinical and community into interventions that improve the health of individuals and the public; it involves close, ongoing interactions and collaborations with different hubs across the nation and also within the NYC area, which the Executive Director coordinates and facilitates.
Scope of Program: The ICTR/CTSA components include a central administrative core; research education and training programs; bi-campus clinical research centers; clinical trials support; health informatics; biomarker and biorepository, community and stakeholder engagement, and biostatistics cores; research scholar and trainee programs; and other clinical research resources.
The Executive Director serves as the liaison between the medical school, the affiliated hospitals, regulatory and funding agencies, and collaborating institutions, and provides guidance on finances, policies, procedures, regulatory compliance and achievement of the goals and objectives of the ICTR.
The Executive Director is part of a leadership team of senior investigators and academic leaders from across Einstein and Montefiore with wide-ranging research expertise and mutually accountable roles and responsibilities, who collectively provide the vision and experience to ensure the highest quality of clinical and translational (C/T) research.
S/he fosters increased productivity and efficiency, and leverages resources and expertise through integration of cores and resources to promote multidisciplinary collaborations among internal and external investigators, the community, and with the regional and national CTSA partner hubs.
The Executive Director ensures that the resources are available to maintain a robust evaluation program for continuous improvement of ICTR cores that support C/T research, and ensure integration of our evaluation with the goals of the NCATS CTSA program.
The Executive Director, in conjunction with the ICTR Directors, is responsible for strategic plan development, monitoring and assessment.
S/he provides strategic input on overall goals, new clinical and translational research initiatives, resource allocation, and charge-back models created and developed to support the ICTR service cores (Clinical Research Center, Health Informatics Core, Biomarker and Biorepository Core), while reviewing performance metrics to address productivity and areas for improvement.
The Executive Director works in accordance with the policies of the Albert Einstein College of Medicine and Montefiore Medical Center (MMC) on regulatory compliance and achievement of the goals and objectives of the ICTR related to clinical research services.
